图书馆位于濮阳市新城区较为中心的位置，总建筑面积为32768平方米。 主体建筑体量由方与圆两个基本形组成。方形，由城、台、聚落演化而成，自中国传统建筑的承托者转化为现代新建筑的承托者，传递庄严、沉厚、大气、富于能量感的精神。圆形，由丘、顶、璧演化而来。在中国传统建筑中，屋顶是最能展示其艺术魅力的部分，他使建筑物的外观绚丽多彩、变化起伏。通过设计手法的转换，圆形体量呈现曲线柔和大气，富有艺术美感，同时也柔化了周围的空间环境。在方圆之间加入“空”及“院”,延续了中国传统造园理念，营造生态花园式图书馆室内空间效果，模糊清晰的室内外空间界限，实现空间的流动，新鲜空气的融通，进而达到人与自然地和谐，实现建筑与自然地交融。 图书馆外观上的万千方窗，是方块字的抽象再创造。而有大有小，有韵律的变化，则是中华悠久历史的具象再创造。文字承载着源远流长的历史，而图书馆则储藏着文字，图书馆就成为了历史的传承。 Library is located in puyang city newdistrict center position, with a total construction area of 32768 squaremeters.
