Golden and Silver Prize Work Introduction of the 25th World Congress of Architecture UIA 2014Durban Student Competition
1 背景
本届德班UIA大会的主题是 “ARCHITECTURE OTHERWHERE”,即建筑在他处,并解释为“Looking elsewhere for other ways of creating a
better future”,即“在他处寻找一个新途径,以创造一个更加美好的未来”,并以三个副主题来进一步阐述“建筑在他处”的原则与实现路径:
RESILIENCE(适应性);ECOLOGY(生态性);VALUE(价值观)
大会按惯例举办世界大学生建筑设计竞赛,其同样围绕“建筑在他处”的大会主题,选址于南非德班老城中心的沃里克枢纽站地区。竞赛要求围绕
UIA 2014大会的三个子主题“适应性,生态性,价值性”,探讨“其他”的具体实践方式、“其他”学科的交叉路径以及“其他”城市居民的参与
途径。竞赛鼓励从建筑学的角度来干预来城市的“其他”层面,以“其他”的途径和方式生活于城市。竞赛对设计成果提出明确要求:第一,制定
一个针对沃里克枢纽站的长期-大规模发展规划;第二,提出针对布鲁克大街墓地一条街道的中期-中等规模发展计划;第三,在沃里克枢纽站建造
一个达到即时-小规模干预目的的城市催化剂。通过对沃里克地区长期,中期,短期,三个不同阶段、不同程度的干预,构成一个连续的,完整的城
市设计方案,解决城市现实和发展问题。
2 现状综述
2.1 城市社会背景
南非自1994年废弃种族隔离政策,黑人的居住以及生活重心逐渐转移至城市中心。与此同时,人口的快速流动,是的城市发展也面临新的问题:无
计划的扩张导致大量贫民窟聚集在城市周边,城市基础设施配套严重不足和巨大的贫富差距导致严重的社会治安问题。因此,大会才选择最具代表
性的南非德班沃里克枢纽站区域作为竞赛地点。
2.2 地段现实状况
基地位于德班市中心,城市CBD与居住区的交接处,城市重要的交通枢纽之一——沃里克火车站一侧,与工业内港相距600余米。
(1)交通枢纽
沃里克枢纽站在德班多中心的城市结构中承担交通节点的角色。铁路、高速公路、城市道路在这里汇集,交叉,每天几乎有500万人穿梭于此,这
里是外部进入德班的一个重要的出入口。
(2)传统市场
作为一个交通汇集处,它向大概6000名商人提供商业机会。地段周边九个传统市场的噪音、喧嚣、气味、人群、持续和高密度活动营造地区繁忙而
混乱的场景。
(3)西街墓地
西街墓地在该区域中,像是一个被隔离的一个孤岛,其具有强烈的历史意义,是穆斯林、印度教、犹太教和基督教举行葬礼的共同场所。公墓的边
界区域大部分用于私人巴士停车区,其他的部分便是硬柏油马路表面和低层公寓建筑。

1.BACKGROUND
The 25th International Union of Architects World Congress on Architecture, UIA 2014 Durban, with its theme of “OTHERWHERE", invites
architects, architectural students to look elsewhere for other ways of creating a better future, and the three UIA 2014 Congress sub-themes are
RESILIENCE, ECOLOGY and VALUES.
The UIA 2014 International Student Competition explores WARWICK JUNCTION, a unique location within central Durban. Drawing from the
three UIA 2014 Congress sub-themes of RESILIENCE, ECOLOGY, VALUES, this competition aims to explore OTHER practice, crossovers
between OTHER disciplines, and an engagement with OTHER urban dwellers. The competition encourages the exposure of OTHER city layers,
bringing to light OTHER views and OTHER ways of inhabiting the city – through architectural interventions, which should improve the daily
experiences of urban dwellers.The competition brief requires three products:
[a]the development of a LONG TERM – LARGE SCALE vision for WARWICK JUNCTION;
the development of a MEDIUM TERM – MEDIUM SCALE INTERVENTION on one edge of the BROOK STREET CEMETERY;
[c]a SHORT TERM/IMMEDIATE – SMALL SCALE INTERVENTION as urban catalyst in WARWICK JUNCTION.
2 CONTEXT
2.1 SOCITETY
As South Africa abandoned the Policy of Apartheid in 1994, black people’s living and working point moves to the city center gradually. Parallel to
this condition are environmental disadvantages due to the extensive sprawl, poor infrastructure and limits to urban mobility.
2.2 EXISTING STITUATION
The site lies in the center of Durban city, where CBD and the dwelling area interactes. It stays on one side of the vital city transportation
WARWICK Station, which is 600m far from the industrial inner harbor.
[1]Transportation Hub
Transportation nodes are a crucial link between peripheral condition and Durban’s current polycentric structure. Rails, highways and roads cross
here. Almost half a million users pass through Warwick Station on any typical day, which means an vital entrance of Durban.
[2]Traditional Markets
As a transportation junction, it provides commercial opportunities for approximately 6000 traders. 9 specific markets stuck by the noise, smells
and crowds, constant movement and density of activity that happens in a relatively small part of the city.
[3]West Street Cemetery
Spatially, the cemetery is an island within the city. The cemetery is of prime historical significance, and represents a communal place of burial for
Muslim, Parsee, Jewish and Christian denominations. Mostly used for taxi parking, the rest of the cemetery’s border context remains largely
undefined due to hard tarmac surfaces and surrounding low-rise buildings.

1 设计策略
从城市的空间结构来看,以铁路为界,德班被明显地分为了内外城两部分。而沃里克枢纽站就处在这个界限的关卡位置。他可以是内外城分裂状态
的界标:多年来,这种分裂的局面由于内外城拥有各自的发展中心,而变得越来越深刻;但同时,他也可以变成联系内外城的纽带。如何转变沃里
克枢纽站在城市中的角色,并顺利的完成过渡是我们策略所主要关注的问题。我们相信,任务书所要求的这三个层次必定是相互联系,因果递进的。
1 CONCEPT
Durban’s morphology is marred by a condition of fragmentation. As city its ‘inner’ city and the ‘outer’regions appears to be dislodged. With the
presence of a widening spatial gapbetween what is central or peripheral, Warwick Junction is located within a literal “urban chasm”. Ascity area,
Warwick carries a dual function, representative of collision, or, a place of connection, fusingboth central and peripheral regions into a single
spatial entity. As concept, ‘Suture the City’ proposes to rethink the use of Warwick through the notion of suturing, that is to say, a methodology
by way of stapling (linking) and conversion (reuse) of new and muchneeded functions into a coherent structure. As a concept the ideas are to
propose large and smallinterventions as facilitators to a process of relinking inner and outer urban regions through onespatially specific place.

↑ 概念:长、中、短期干预因果递进
1.1 长期干预——大尺度的城市结构
在“Long-term”的层次中,我们的方案将沃里克枢纽站改造、扩展成为一个综合体。综合体在这里不仅仅是对内外城人群活动功能的补充和调整,
更重要的是,当人们分别从内外城来到综合体的时候,人流的形成变成了将内外城连接在一起的力量:将原来两向相背的趋势在沃里克枢纽站这里
逆转,来达到“缝合城市(Suture the city)”的目的。
1.1long-term
The long-term intervention aims to both convert and extend the old Warwick Rail Station into acoherent and overarching complex. Spanning the
entire existing railway structure, the complex ismeant to supplement specific and much needed functions around Warwick. What was previously
fragmented would in this scale be sutured together, literally placed over the previous spatial ‘gap’,and functionally representative of both the inner
and outer city regions. Although the suturing processis physical, it should not be misinterpreted for the much-needed flow of users and pedestrian,
whichwithout the suturing process would be rendered ineffective.

1.2 中期干预——中尺度的市场过渡
扩展后的枢纽站,增添调整了新的出入口,使人流的分布更加合理,同时清理保护了同样夹在关卡处的布鲁克大街市场以及紧邻的西街墓地。所以
在“Medium-term”中,我们通过调整枢纽站-市场-墓地界限的剖面形态,使得长期目标中的“缝合”动作有一个缓和过渡的趋势。
1.2medium-term
In order to ensure viability, and while the smaller PIN programs take effect, it would be necessary tocommence implementation of the medium
scale strategy along the existing cemetery and inner cityedge. Of the two, the cemetery is the most crucial as this edge is required to suture
together andclose the gap, so to say, between the Brooks Street Market, the new large scale strategy complex andthe cemetery. In doing so it is
hoped to restructure the Brooks Street Market as a traditional market,keeping to the much-required passenger flows through the site. Overall any
other identified mediumterm program / intervention should be seen as a transitional stage between the Warwick site and theinner city enclave.

1.3 短期干预——小尺度的触动装置
为了保证综合体的“缝合”功能能够实现,综合体的出现需要足够尊重、适应内外城两侧的现状。在“Short-term”层次的短期干预中,我们根据与
综合体接触两侧的现状,设置了多个功能不同、在相对短期内就可以实现的场所。这些场所首先适应现状,同时将现状位置逐渐改造变成综合体的
出入链接端口。
市场和非正规贸易者是沃里克地区的特色和主要组成部分。在保存特色的同时也需要调整、发展。曾经南非的廉价劳动力在全球化发展的背景下逐
渐了失去竞争力,针对劳动力的健康和教育投资成为未来南非发展需要面对的问题。在沃里克区域的多个市场中,充满了需要接受技能培训、教育
的人群。尤其是出生、成长于沃里克地区的孩子们。所以在布鲁克大街市场中我们设置了一个在沃里克地区原本就小规模分散存在的“儿童看护场
所(Child Care)”。我们以这个“儿童看护场所”为发端,逐渐建造发展一个延伸至综合体的教育培训链条,从幼儿教育、基础教育一直到成人
技术培训。希望能为这里的孩子和沃里克的未来提供更多可能性。
1.3 short-term
Although conceived at the large scale, this project remains focused at the grass roots level. Thefirst point of departure should be short-term
interventions or what we refer to as “PINS”. PINSare to be seen as incentives, facilities, or, agents whose functions are directed by the local
users’needs. Spatially PINS could be places across a variety of places in Warwick. Different pins can attractdifferent users or functions. Each
PIN provides much needed infrastructures and support, as streetvendors are not spatially bound and free to move. And although the PINS
program is ideally openended, a feasibility and economic model has shown that for any system and model to be sustainablethe focus would in
some way programmatically gravitate towards providing education and healthfacilities. Is therefore a deliberate decision to program certain
PINS as health care andeducationalunits accessible to any informal traders. Brooks Street Market will be the main focus of the short-termstrategy,
with the allocation of a Child Care Centre. Traders are free to trade as their children are takencare of by the Child Centre Centers. Once the Child
Care Centers are operational, it would be possibleto programmatically link a number of programs together, such as a primary school, situated
within themain large-scale encompassing complex.

个人尊严、场所尊严和城市尊严 Dignity of Human, Place and City

1 银奖方案简介
我们回应竞赛主题“建筑在他处”的内涵,立足南非德班的现实条件和需求,以“尊严”为设计概念表达我们对地方文化和价值取向的尊重,探索
具有可操作性的设计策略和实践方法,并将其衍伸为个人尊严(基础)、场所尊严(物质)、城市尊严(目标)三个层次。并将尊严深化为文化性、
社会性、政策性、形象性以及经济性五个方面,与近期、中期、远期的设计需求一一对应。
1. DESCRIPTION
The higher hierarchy can only be realized only after the fulfillment of realizing the lower level by one’s own effort and relentless endeavor. Durban
learns the development mode from other where in the world while participating in global economic pattern, aims at creating a portal city and an
international tourism trade capital in South Africa.

↑ “尊严”的三层次分析图解
1.1 设计策略
为应对地段混乱的局面,我们以“社区”的概念作为制定整体设计策略的主要着力点,以社区的共同意识和共同精神建立场所的价值以及人群的认
同感和归属感。在此基础上,寻求不同发展阶段的突破口。
就现实的迫切性而言,布鲁克街首当其冲,它是火车站的出站口,夹在站台和西街墓地之间,现状极其混乱,近期的小规模干预故选择此地,以适
度的搭建活动鼓励当地民众的参与,唤醒社区意识。民众意识的改变酝酿中期的空间干预,在社区雏形已经形成的基础之上,对整个布鲁克街进行
整体的城市设计改造,形成相对完善的功能和区划,社区的概念因此由点状被扩大成线状。
1.2 近期干预——小尺度的棚屋搭建活动
布鲁克街作为首要突破点,弱势群体的基本生存条件是困扰和制约这里发展最为紧迫的问题。因此方案结合现状场地特征,选择在这里策划为期一
周的搭建活动,主题为 “Create common ground”。在解决人的基本需求之外,同时设置生活、教育以及娱乐等需求的设施,人们不定期地在这里
交流、集会、讲课、宣传,以期形成社区中心的某种雏形,从而创造一个共同的基础。
人的尊严是城市尊严的基本要求。他们需要平等的社会关系、自食其力的能力、同等的生活状态,社会需要唤醒他们对自己能力的认知,对外界变
化的思考、对城市的信心,给他们创造一个被认同、有归属感的社区。参与到对布鲁克街秩序的重新构建中,找回尊严,实现梦想。
1.1 STRATEGIES
It is to establish the dignity of city by evacuating urban industrial functions and superimposing the current situation of urban space, strengthening
the links between transport, ecology and functions, developing tourism services, creating a multicenter service system and a vast network of
ecological spatial structure in the future with the Inner Harbor at the core.
1.2 SHORT-TREM SOLUTION
In Warwick area, we select Brook Street as the primary breakthrough point. The survival of vulnerable groups is the most serious problem that
restricts Warwick’s development in the future. On the basis of the status, holding a one-week activity while building is the catalyst to find the
dignity of human, and the theme is “Create common ground”, This activity which coming from the local informal vendors’ stall and low-tech
approach can teach recruiters how to build a community by themselves conveniently.
Dignity of human is the basic requirement of the city’s, and it means equal social relationship, the ability to earn their own living, and a peaceful
living condition. Besides, the society should aware them that the city will provide a community full of happiness based on the changes outside.

1.3 中期整治——中尺度的地段城市设计

德班沃里克站在近期环境整治、规范商贩经营、引导流浪汉谋生的前提下,整体环境得到了初步改善,为沃里克站发挥更大的作用提供了基础。但
是沃里克站的城市门户形象还未完全得以体现,人流、车流还存在一些矛盾,墓地未发挥更大的开放效应。布鲁克街作为连接沃里克站与墓地的纽
带,疏散车站交通的重要通道,改善其状况对沃里克地区乃至德班市具有现实意义。场地尊严的建立在于其清晰的定位与角色。(1)发挥铁路经济、
调整布鲁克街内部的经济活动;(2)塑造城市形象,确立地区的市民意识;(3)梳理空间布局,有效组织活动
1.3 MID-TERM SOLUTION
Brook Street is the most chaotic street among the four edges of the cemetery, it not only act as the gateway of Durban, but also play a vital role on
transportation function. There are so many complex functions coexist here, such as commercial activities, transport interchanges. So, from our
perspective, the redesign of the Brook Street is so significant, it can not only improve the quality of space, but also can create more convenience
for the future development of Durban, to “Create common order ” for finding the dignity of place.
1.Using railroad economy and adjusting the internal Brook Street 's economic activities
2.Creating the city card, increasing the sense of space when people walk out of warwick station.
3.Enhancing evacuation capability to improve the distribution function of the hub and strengthening the relationship between several
surrounding transfer station.
4.Organizing activities effectively. There will not be a disordered pattern, but a completed commercial community composed by formal and
informal commercial activities.

1.4 远期发展——大尺度的区域城市规划
数字网络将在21世纪以一种更为模糊的方式将城市碎片纳入完整的体系中。因此方案提出网络再塑城市的理念。利用虚拟网络将他们联系,而作为
虚拟网络在实体空间的对应,公共共享平台承接了这种需求。
因此我们在高架林立,土地紧张的沃里克地区提出了“星”形规划的理念,作为上述提及“网络再塑城市”理念的实体空间作为,我们要在沃里
克社区中心利用铁轨以上和高架以下的消极空间建立起一系列公共共享平台,由此帮助沃里克建立它的区域社区中心。并划分成四个主题片区,老人
与小孩,年轻人,生活花园,以及短期住宿。使得沃里克在德班城市中成为:
(1)成为一个绿港;(2)为紧凑城市提供高效换乘中心;(3)形成一个有吸引力的城市中心
因此在我们对未来德班的城市形态进行了设想中,我们企划了一个具有灵活性特征的区域想法,通过河流、绿地等自然资源和工业遗址更新、是由
一个个类似于微型城市的岛屿组成,互相联系。我们认为,这是一个回归城市起源的过程,也是回答未来需求最好的答案,那必然会给城市带来一
种新的增长和自然问题的智慧回答。
1.4 LONG-TERM
Digital network in the 21st century will combine urban debris in a more obscure way into a complete system. Therefore, we get the idea of
network remodeling the city to “Create common climate ”. Using virtual network to contact them , but as a virtual network in the physical public
entities which sharing platform space to respond to such a demand.
We choose to create a green park on the train and make use of space under highways, helping the Great Warwick Junction Community build its
center with allows for variations in accessibility and social use. Thus the center divides the community into 5 main parts. Each part has a
component of public realm strategy  that includes conventional urban parks, the civic gardens, as well as the green roof , and various streets
capes.
The strategy will increase the attraction power of Durban, thanks to the new island system there will be the space and the opportunity for new
grow of users and services, that will lead to a new increase of the population,and a clever answer to natural problems. We think that the answer
to the future needs, is a process that goes back to the origins of the city, an island archipelago. We call it Durban Pangea.
