The client‘s brief called for a building that represented its mission and core values. The Australian Bureau of Statistics (ABS) is a prominent federal government organisation that has been central to the growth and well-being of the Belconnen Town Centre for many years. As a founding member of the Town Centre and a major source of employment, it was important to create a building with a strong civic presence in the heart of Belconnen. Central to the design concept was the need to integrate the ABS organisation in a building that fosters a sense of community within the various divisions of the Australian Bureau of Statistics. A central atrium creates a vertical ‘village common‘, fostering visual interaction between the larger community and building users. The atrium forms an ‘internal street‘, providing a continuous public realm within and through the building. The sky-bridges that cross the atrium at upper levels provide informal break-out spaces for casual interactive exchanges within the workplace, supporting the new culture of the ABS. The design of the external spaces similarly addresses organisational requirements as well as responding to environmental and urban design factors. A private courtyard is located to the north of the building to optimise solar penetration. It is accessible from the public level within the building yet secure access is maintained. This space is also cut into the existing site contours to isolate it from acoustic and visual interference of the adjacent bus station. The integration of environmentally sustainable design principles was fundamental to the design approach. Woods Bagot and the client were committed to creating an energy efficient building. The building utilises passive and active environmental systems that provide opportunities to maximise natural light and fresh air for workplace and break-out areas.
