The design was developed from the diverse requirements of five government organisations based in Europe and their missions in Tanzania. Security issues, demands of the climate, and the technical and practical constraints resulting from the local economy and conditions were other major factors that had to be incorporated into the design. The building consists of two blocks of office accommodation, which are supported on pilotis, connected by bridges and accessed by a central stair and lifts. Each embassy is arranged on one floor in two parallel blocks connected by bridges, which allows the floors to have different sizes. Enclosures housing communal facilities are scattered beneath. Floating above is a sinuous concrete shell roof, which shields the building from the sun and monsoons. The disposition of elements defines and encloses a central courtyard, ventilated naturally by thermal stack effect and differential wind pressure, to provide a cool, comfortable space for public events and circulation, and to reduce the demands on the air conditioning system. The buildings are orientated along an east-west axis to screen the main fagades from a vertical midday sun. The two short fagades, which enclose the courtyard, are designed so that the east elevation is open to the cool morning sun while the west elevation acts as a baffle to the intense midday and afternoon sun. The site and courtyard are informally landscaped with indigenous plants and trees. The building services employ robust, easily maintained mechanical and electrical systems, which are integrated with passive solar control, solar collectors and bore hole water to provide a low energy building. The building and its services are designed to European standards and adapted to local conditions.
