The city that witnessed destruction by terrorism when the American Embassy was bombed in 1997 now boasts a new embassy that houses diplomats from Germany, the Netherlands and the United Kingdom, as well as European Union offices, under one roof. The architects discovered that the demands of a multi-strand client made an already complex brief more difficult. In addition, the onerous security measures were upgraded following the American Embassy bombing when the design was well under way. Despite these constraints, a surprisingly open and transparent building has resulted that responds both to the city‘s urban conditions and to the hot, humid climate. A free plan on the ground floor has pod-like communal spaces placed between columns. Five floors of offices are arranged above in two parallel blocks either side of a large atrium. The blocks provide flexibility for each organization, allowing open-plan and cellular accommodation as required. Each embassy has access to covered terraces, while the atrium helps to ventilate the offices. Floating above the building is a white corrugated roof plane with circular cut-outs and generous overhangs which provide shade for the terraces.
